On July 1, 2000, Act 160 became effective. Section 656 of this act makes it a civil violation rather than a criminal offense for minors age 16 to 20 to consume, possess, or attempt to obtain alcoholic beverage. The first time this offense occurs, the teen will be given a notice of violation and told to contact CRJ within 15 days. The civil violation is sent to the TASP caseworker. The teen then sees a certified alcoholism counselor for assessment and recommendations that may indicate further counseling and/or substance abuse education. The teen must follow the treatment recommendations of the counselor. Completion of the contract will also require paying a program fee, community service and attendance at an ENCARE presentation.
